The Constitution divides the war power between the President and Congress. It makes the President the commander-in-chief and gives Congress the ability to declare war. However, especially since World War II, President have claimed the right to initiate military action without getting the consent of Congress. In addition, while the Constitution requires the Senate to approve any treaty with another country, Presidents have began using executive agreements to bypass the need for senate approval on treaties. For this response paper, explain how you think power in the realm of war and diplomacy should be divided between the President and Congress. Do you approve of the consolidation of power within the Presidency, or do you think that Congress should play a larger role in devising America’s foreign policy? What are the advantages and disadvantages of giving most control of America’s foreign policy to the President?
