Plausible Hypotheses

Offer at least two plausible hypotheses, one at the system- and one at the unit-level of analysis, explaining the US decision not to intervene in a significant manner in the current Syrian Civil War thus far. Discuss at least two observable implications for each of these hypotheses that could help one test their veracity.
(Please note that one does not have to an expert on American foreign policy, or the Syrian Civil War to suggest plausible hypotheses for non-intervention, although it would help to be conversant in the current status of the conflict by reading some of the reporting on the issue)
