Have you heard of the Performance Rights Act?

This bill would require radio stations to pay royalties to performers (…well, actually record labels; I have read some articles saying that performers may not see a cent from this bill).

Should radio stations pay record labels for songs played?  What are the advantages and/or disadvantages of this type of legislation?  
Many feel that if this act goes into effect, radio stations all across the country will shut down.
